Sealed bids will be received from General Contractors pre-qualified through the State of CT, DAS Contractor Prequalification Program for Classification of General Building Construction (Group B, or better) for new additions and alterations to the Jonathan Trumbull Library, 580 Exeter Road, Lebanon, CT. Bids will be received at the Office of the First Selectman, 579 Exeter Road until 2:00 p.m. local time on Thursday, February 25, 2021. At 3 PM, the Library Building Committee Will Publicly Open Bid Proposals and read aloud during a Town of Lebanon Special ZOOM Meeting. Project is paid for in part by State funds provided by the Connecticut State Library. Contractors are also required to include a bid bond (5%) at the time of bid receipt. If awarded a contract, a performance and payment bond (100%) will be required as well as compliance with all terms of the contract documents, project manual, and specifications.
Copies of the bid packages may be obtained on or after 10:00 AM, January 15, 2021. Complete bid documents can be viewed and ordered through Advanced Reprographics, Plainville, CT, www.advancedrepro.net. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The Town of Lebanon reserves the right to reject any or all bids, to waive any minor irregularities in the bidding, and to award this contract to other than the low bidder if deemed in the best interest of the Town. The bidding shall be done in accordance with the applicable laws and regulations of the Town of Lebanon, and the laws of the State of Connecticut. Department of Labor, Prevailing Wage rates will apply.
