  • Question – Is there gas Answer - There is natural gas coming into Essex Place. It is possible to run a line from there to a generator or generators at Essex Court. Generator people who viewed the site thought propane tanks would be a less disruptive approach.
  • The RFP for architect submission is very broad. Below is a fuller explanation. Our plan is to remove the existing gazebo, which was built in 1987, and is not handicapped accessible. We want to build a larger structure, a pavilion that can seat 20 residents at a comfortable distance and that will have “curtains” or a means to keep out inclement weather. Now,the gazebo is small and open to the weather. At the moment the laundry room for all 36 residents must be accessed via the Community Room building. We have caregivers from the outside and feel the need to provide an outside access. This would entail adding a new laundry room attached to the Community Room and modest renovation of the CR. We need generators for 36 units which are housed in 9 buildings. Each building has 4 garden style units. We have elderly residents on oxygen who cannot walk to the CR, which is equipped with a generator. In addition, we need to replace storm doors—front and back— for all 36 units. Most, if not all, of the hot water heaters for each unit need to be replaced. They are over 10 years old. Attached are floor plans. Janice Atkeson
  • Question: Does the architect or the project consultant contract and oversee such vendors as electrical engineers for the generators? What about site plans--architect or project consultant? Answer: The Architect will be responsible for developing the specifications and drawings. The Consultant will provide them with the necessary "front end" documents that DOH requires in the spec manual. The Consultant will also provide them with the most recent design rules once they are provided to us by DOH. In order for the consultant to complete a competitive application they will need the complete set of specs and drawings no later than the third week of March. This time could be extended if DOH extends the due date of the application. As of right now, DOH has not posted any information regarding the 2021 round. Contingent upon a grant award, the project will then go out to bid and a mandatory walkthrough will be held, where the Architect would be present to answer any questions, as well as issue any Addendum's for the project. The project is typically bid out as a whole but there are circumstances where pieces can be bid out separately. For example, the general scope could be bid out separately for a better price, knowing that a general contractor would most likely sub that part of the project out and include a profit in their bid price. Note that each bid requires legal notices to be published. The Architect is then responsible for checking references and supplying a letter of recommendation to you before making an award to a contractor, and also provides all required AIA documents. We are obligated to choose the low bidder who is the most responsible and responsive. A contract is then signed between the housing authority and the contractor. The Architect is then responsible for conducting field visits, providing construction meeting minutes, reviewing payment applications and overseeing the workmanship. They are not responsible for employee interviews, reviewing certified payrolls, or any of the grant management side of it.

Additional Description The Essex Housing Authority is soliciting proposals from licensed and insured architects to provide professional and technical services for renovations at Essex Court, a 36 unit elderly and disabled housing complex. Essex Court is located at 16 Main Street, Centerbrook, CT 06409. The project may include, but is not limited to, replacement of Gazebo with larger pavilion to accommodate up to 20 residents; an addition to the Community Room to house a new laundry space; generators for the entire complex; upgrade of storm doors; and other maintenance items. Proposals should include the following information: Name, address, and brief description of firm, resumes of key personnel assigned to the project, statement as to firm’s particular abilities and qualifications related to this project, description of other similar projects completed by the firm in the past 5 years, and fee proposal. Selection criteria will be based in descending order on technical understanding of the project, specialized experience of the firm and its personnel, ability to carry out the contracted services in a timely fashion, and fee proposal. Firms or individuals must be able to provide evidence of insurance meeting the minimum requirements of $500,000 errors and omissions, general liability $1,000,000 and Workers Compensation. Three (3) copies of the Proposal are due at the Essex Housing Authority no later than 3 PM on January 15, 2021 regardless of the method of delivery.
