Additional Description The Housing Authority of the City of Hartford is in need of consulting design and implementation services as a part of its COVID-19 Office Reopening Plan. Specifically, the Authority is seeking proposals from qualified contractors to evaluate certain of the Authority’s administrative spaces at its central office, make recommendations to retrofit or redesign work spaces to promote employee safety and appropriate in office social distancing and to implement those recommendations. The Authority is working toward a re-opening date in mid-June and is anticipating a deep clean of all office spaces following implementation of the selected contractor’s recommendations. In order to accomplish those goals the Authority would like to have design and implementation complete in early to mid-June. The Authority will conduct a walk through of its facilities for contractors and answer questions on Tuesday, May 26 beginning at 1 o’clock pm. Please email to confirm your firm’s attendance at the walk through. Walk throughs will be spaced out in 30 minute increments. All possible safeguards will be taken to maintain appropriate social distancing during the walk through. All attendants are required to wear facemasks during the walk through. Attendants will be given time to take measurements, pictures, etc. as necessary to develop their proposals. Proposals are due by email to the Authority at bids@hartfordhousing.org for evaluation no later than 2 PM on Friday, May 29, 2020. Proposals must include the following: 1. A space sketch of the proposed solution for each area to be retrofitted or redesigned. 2. A brief narrative description of the proposed solution for each area to add clarity. 3. A fixed lump sum price proposal broken down as follows: a. Evaluation and Design Cost b. Per Work Area Demolition and Refuse Removal Cost c. Per Work Area Material Cost d. Per Work Area Labor Cost (to include trades if necessary) e. Any other Applicable Cost. 4. A detailed schedule of work including a firm project completion date (may be conditioned on material availability if necessary). Cost plus percentage of cost is strictly prohibited. The Authority is tax exempt. The contract resulting from this solicitation will be in the form of a standard Authority PO with the rider attached to this solicitation incorporated. The contract may also be subject to Davis Bacon Wages – the Authority is currently waiting on HUD to make a determination as to their applicability. Potential bidders will be notified when the Authority has received a definitive answer from HUD on this issue. Thank you.
