Second Addendum to RFP #2020-04

The Office of the Attorney General has received the following questions concerning
RFP #2020-04. The question, along with the response of the Office of the Attorney General, is as follows:
Question 5: Could you please provide a direct link to where any amendments to the RFP are
being posted?
Answer: https://portal.ct.gov/AG/RFPs
Question 6: Have any of the submission requirements and/or the process for submitting responses to the RFQ been revised in light of the COVID-19 national
emergency? For example, are you still requiring an original and 4 hard copies of proposals, an original and 5 paper copies of all required or supporting
documents, and 5 copies of a CD/DVD/USB drives be sent in sealed envelopes to
the Office of the Attorney General? Or are online or email submissions being
allowed during the COVID-19 pandemic? If so, please provide guidance on
requirements and procedures.
Answer: The RFP calls for both hard copies and submissions on CD, DVD or USB drive. In light of current circumstances, we will also accept, in lieu of those requirements, any one (or more) of the following, with no preference for your choice: (1) submission on CD, DVD or USB drives only; (2) submission by email with attachments, for a proposal submission less than 35 MB, email to
Joseph.Rubin@ct.gov and to Lynn.Rioux@ct.gov, but note that our email system
cannot accept emails over 35 MB, and so you may have to break your submission
into smaller parts; or (3) submission to an FTP secure file transfer site that we will establish for each submission, but only if you notify us by email
(Joseph.Rubin@ct.gov and Muhannad.Alsaqri@ct.gov) of your request to do so
no later than 3 pm EST, Monday, April 20, 2020. Please do not make this request if your file can be submitted conveniently by email. Note that submissions must still comply with all other requirements, including the requirements that “all documents [must be submitted] in a format compatible with Microsoft Word, current version, and affording the user the capability of searching its contents; except that the signature pages and required or necessary forms not conveniently available in Microsoft Word may be provided in PDF format.” 2
Question 7: Given the COVID 19 national emergency, what is the current guidance from the CT Office of the Attorney General regarding signature and notarizing requirements on affidavits and other forms being submitted for this RFP?
Answer: The Attorney General is willing to accept electronic, non-notarized signatures in
lieu of notarization for the duration of Connecticut’s Governor Ned Lamont’s
Executive Order 7Q. (“. . . . All witness requirements on any document, other than a Last Will and Testament, requiring a notarial act are hereby suspended for the duration of this Executive Order.”)
Question 8: The link to http://das/ct/gov/images/1090/Upload%20Instructions.pdf appears to
be invalid. Is there an alternate link?
Answer: The instructions can now be found on the Connecticut Department of
Administrative Service’s (DAS) website at
https://portal.ct.gov/DAS/Procurement/Contracting/DAS-Procurement-BizNetAccounts/Documents. For further questions regarding BizNet, the DAS has

Question 9: Please confirm that the CHRO Workplace Analysis Affirmative Action
Report/Employment Information form is now an online form available only on
the BIZNET portal?
Answer: The CHRO Workplace Analysis Affirmative Action Report/Employment
Information is now a fillable form only available on theBizNet Portal when
you log into your firm’s account. https://biznet.ct.gov/AccountMaint/Login.aspx
Question 10: Under Section III (g) Stability of Proposed Fees, the RFP indicates that fee proposals must be valid for the entire duration of the Contract, which is three years subject to possible extension by amendment. Does this mean that the hourly rates or fee arrangements must be frozen for the duration of the Contract at year 1 rates/fees, or can we propose rates that would apply each year (e.g. year 1 rates, year 2 rates, year 3 rates), or in the alternative, can we propose a % increase of rates/fees for years after year 1?
Answer: Fee proposals that maintain the same rates for the length of the contract are
preferred, but we will consider fee proposals with specified year to year rate
increases.

The Office of the Attorney General has received the following questions
concerning RFP #2020-04. The question, along with the response of the Office of the Attorney General, is as follows:
Question 1: Per the RFP, it mentions the contract is to be about 3 years in length. Would this project be a continuing need? Would it be solicited again in another 3 years?
Answer: Yes, this project will probably be a continuing need. It is possible that there may be another solicitation in 3 years, but it may also be possible that then-existing contracts will be extended for some additional time.
Question 2: RFP Section II requires delivery, in Connecticut, of four copies of each respondent’s proposal in sealed envelopes by April 22. Our office in Washington, D.C. is currently operating remotely, in response to an order by the Mayor of the District of Columbia that all non-essential businesses cease in-person operations until permitted to do otherwise. In response to and in compliance with this order, we are operating via telework. We believe that we will be able to complete our response to the RFP by the due date, but, in the current environment, will likely be unable to submit the requisite number of copies in sealed envelopes (including five copies of CD, DVD, or USB drives containing all documents) by April 22. Is the AG willing to accept an email version of the response (without the accompanying drives) in lieu of the requisite materials, at least until the current
state of emergency is lifted?

Question 4: The CT PURA RFP states that hard copies of Responses are due 4/22 by 4:30 PM. Given the current COVID-19 related restrictions, will any accommodations be made to accept electronic service of the Response?
Answer: Yes. See Answer to Question 2 above.
