QUESTIONS
QUESTION: THERE IS NO SPECIFICATION FOR C-900 PIPE IN THE SPECS.
ANSWER: REPLACE SPECIFICATION SECTION 02085 2.01.A IN ITS ENTIRETY AND REPLACE WITH THE FOLLOWING: “PVC SEWER PIPE 4-INCHES THROUGH 15-INCHES DIAMETER SHALL CONFORM TO ASTM D3034, ALL WITH SDR OF 35 UNLESS NOTED, AND SHALL MEET THE SPECIFIC REQUIREMENTS AND EXCEPTIONS TO THE AFOREMENTIONED SPECIFICATIONS THAT FOLLOW. ALL PIPE WITHIN WELL RADII AS SHOWN ON THE DRAWINGS SHALL BE PVC, DESIGNED AND MANUFACTURED IN ACCORDANCE AWWA C-900, USING MATERIALS WHICH CONFORM TO ASTM D1784.”
QUESTION: WHAT ARE THE BYPASS FLOW RATES?
ANSWER: THE ESTIMATED PEAK DESIGN BYPASS FLOW RATE AT THE HARTFORD AVENUE SEWER REPLACEMENT IS 29,850 GPD. THE ESTIMATED PEAK DESIGN BYPASS FLOW RATE AT THE LYMAN DRIVE SEWER REPLACEMENT IS 42,550 GPD.

Due to the current nationwide emergency, the Purchasing Agent in conjunction with the City Attorney wishes to inform you that the following changes to the bid submission and opening process are as follows:
• Sealed Bids shall be delivered and placed in a drop box located at the South side entrance of City Hall building.
• Submission deadline remains the same unless otherwise stated on the City's website.
• Bids will not be opened at a public meeting. Instead Contractors/public can join a telephonic meeting by dialing:

| Additional Description |
Sealed bids are invited and will be received by the City of Torrington, at the office of the City Purchasing Agent, City Hall, 140 Main Street, Room 206, Torrington, Connecticut 06790 until 11:00 A.M., March 26, 2020 at which time and place they will be publicly opened and read aloud. In the event of the closure of City Hall, the bid will be opened at same time on the following business day that City Hall is opened. Each bid must be submitted on the forms provided and in a sealed envelope bearing on the outside, the name of the bidder, his address, and the name of the project for which the bid is submitted, bid number and bid opening date/time clearly identified on the outside of the envelope/package. A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid.
The project consists of, but is not limited to: the furnishing of all equipment, labor, material, plant, and superintendence necessary for approximately 2,600 linear feet of new or replacement sewers including bituminous pavement restoration, service laterals, precast concrete manholes, cast iron frames and covers, temporary bypass pumping, dewatering, loaming and seeding, wetlands protection, traffic control and associated miscellaneous work for the City of Torrington.
The Contract Documents will be available March 5, 2020. The Contract Documents may be examined at the following locations:

Contract Documents may be viewed electronically at www.BidDocsOnline.com and hard copies requested at Nashoba Blue, Inc., 433 Main Street, Hudson, MA 01749 (978-568-1167). There is a refundable deposit of $50.00 per set payable to BidDocs Online, Inc. Deposits may be electronically paid or must be a certified or cashier’s check. Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65.00 per set for UPS overnight), payable to the BidDocs Online, Inc., to cover mailing costs.
A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the accepted bid will be required.
Bids to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above. Any bid received after the date and time specified will be rejected. The City of Torrington reserves the right to accept or reject any or all bids, to waive technicalities, or; to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest.
All bids will be considered valid for a period of sixty (60) days.
