INVITATION TO BID - BID NO. 2020-03
Sealed bid proposals for HEBRON ELEMENTARY SCHOOL CONTAMINATED WATER PIPING REPLACEMENT will be received until 10:00 AM on Friday, November 1, 2019 at the Town Manager’s Office, Town Office Building, 15 Gilead Street, Hebron, CT 06248. At that time, the bids will be publicly opened and read aloud.
The Issuing Office is: The Town Manager’s Office, as noted above. Each bid should be submitted in a single sealed envelope; the outside clearly marked with “Bid 2020-03 – Hebron Elementary School Contaminated Water Piping Replacement” and Bid Opening Date. It is the responsibility of the vendor to be certain that all sealed bids are stamped in at the Issuing Office by the designated date and time.
There will be a NON-MANDATORY pre-bid conference at the site on Wednesday, October 9, 2019 at 4:00 PM at the Hebron Elementary School Main Lobby, 92 Church Street, Hebron, CT 06248. Pre-bid conference attendance is non-mandatory, but strongly encouraged to all prospective bidders due to the nature of the scope of work and varying existing conditions.
Electronic (PDF) copies of the Bidding Documents will be available for download from the Town’s website and through the State of Connecticut BizNet State Contracting Portal. Each bidder is responsible for regularly checking the Town’s website and BizNet State Contracting Portal to determine if the Town has issued any addenda and, if so, to complete its bid in accordance with the Invitation to Bid as modified by the addenda.
Each bid shall be signed by the bidder and accompanied by a bid bond in an amount equal to ten percent (10%) of the bid, payable to the Town of Hebron. The successful bidder will be required to provide Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price. No Bid may be withdrawn until sixty (60) days after the Bid Opening.
The successful bidder shall comply with the requirements of Prevailing Wage Rate Laws on accordance with Section 31-51 of the Connecticut General Statutes.
The contract documents require affirmative action of the contractor and subcontractors to ensure equal employment opportunity as noted in Governor’s Executive Orders 3 and 17.
The Owner is exempt from payment of Sales Taxes and Use Taxes on all Material and Equipment to be incorporated in the Work. These Taxes shall not be included in the Bid.
The Town of Hebron reserves the right to reject any and all bids in whole or in part, make extensions to review Bids, or to waive any informality or defect in bidding, if it is determined by the Town of Hebron to be in the best interest of the Town of Hebron.
