Additional Description LEGAL NOTICE: The Town of Lyme seeks to engage a Consulting Engineering firm to provide engineering services for the preparation of construction contract plans and documents for the following transportation project: Macintosh Road Bridge over Eightmile River The Consulting Engineer may also be required to provide survey, prepare environmental documents and perform construction inspection. The construction cost is expected to be in the range of $1,500,000 to $2,500,000. The Consulting Engineer will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and Town procedures, approximately weighted in descending order of importance. The design fee will be negotiated on a Lump Sum basis. The construction inspection fee will be negotiated on a cost-plus basis. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. It is anticipated that eleven percent (11%) will be established as a goal for the percentage of the work that must be subcontracted to Disadvantaged Business Enterprises (DBE). The selected firm must meet all Town, State and Federal affirmative action and equal employment opportunity practices. A letter of interest, together with general information on the firm and proposed subconsultants, the firm's brochure, current Federal GSA Form 330, experience of the firm and a resume of key personnel should be addressed to: Steven Mattson Town of Lyme 480 Hamburg Road, Lyme, CT 06371. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any "parent" firm or subsidiary firm, with any of the parties concerned, must be clearly defined. Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer's License. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or received in Town Hall’s Office (if hand delivered), no later than 4:00 p.m. on November 1, 2019.
