  • July 24, 2019 The Office of the Attorney General has received the following question concerning RFP #2019-03. The question, along with the response of the Office of the Attorney General, is as follows: Question 1: How many firms does the AG expect to award the contract to? Answer: The Attorney General expects to award between one and three contracts. Question 2: Is there an incumbent firm that provides similar services for the AG? Answer: Yes. Deloitte Transactions and Business Analytics LLP, Hartford, CT and Blum Shapiro Consulting LLC, West Hartford, CT. Question 3: Historically, how many task orders or projects have been issued under this type of contract? Answer: Historically fewer than 10 per year, but it could vary significantly based on the nature/status of investigations. Question 4: Is the AG open to the consulting company using a third party specialized services provider if such a service provider would be needed to support the task order or the project? Answer: Potentially, based on case by case review. Question 5: In the 2017 RFP for similar work, a detailed and specific fee proposal was requested. Can we assume that this information should be provided in response to RFP #2019-03? Answer: As noted in the RFP in Section III (Submission of Proposals), fee proposals must “Include a detailed and specific fee proposal. You must include a fee proposal with specific hourly rates for each category of person who will work on the assignment, including paralegals, but excluding clerical staff, whose time may not be billed. Also, include a list and description of any alternative fee arrangements your firm offers that applicable to some or all of the work for this RFP” and“[a]ny fee proposals must be valid for the entire duration of the Contract.No fee escalations will be allowed.” Question 6: Will the forensic work outlined in this RFP be performed on state owned equipment or is there a possibility that work may be done on seized equipment? Answer: Work may involve state-owned equipment, voluntarily submitted equipment of private entities, or equipment produced in response to a court order. Question 7: Is it the AG’s expectation that the chosen vendor will be testifying in court? Answer: Yes, potentially. See Appendix A, Scope of Services, Sec. 1.1(a). Question 8: Will the AG accept/consider responses that exclude the expert testimony aspect of this RFP? Answer: No. Question 9: Approximately how many cases would the vendor be working on at any given time? Answer: Cannot predict. Question 10: Approximately how many hours are expected for the forensics with regard to each case? Answer: It will vary based on the nature/status of investigations.

Published Check link https://portal.ct.gov/AG/RFPs REQUEST FOR PROPOSALS BY THE STATE OF CONNECTICUT OFFICE OF THE ATTORNEY GENERAL for Consultant Regarding Data Security, Data Privacy, including Technical and Technological Issues and Computer Forensics and Investigations RFP# 2019-03 The State of Connecticut, Office of the Attorney General (“OAG”) is seeking proposals to provide certain consulting services concerning technical or technological aspects of investigations or lawsuits involving data security or privacy at the direction of the OAG. SCOPE OF SERVICES The Attorney General of Connecticut, William Tong, pursuant to Conn. Gen. Stat. § 3 125, invites proposals from appropriately qualified consultants or consulting firms to provide consulting services to support the Attorney General by providing advice and analysis on matters involving data security or privacy as requested and directed by the Attorney General. Such matters may include examinations of computers, tablets, smartphones or other equipment, software, hardware or software code. Specific tasks may include: examination of hard drives or other media to determine instances or causes of data loss or breach or review and evaluation of forensic investigation reports prepared by third parties. Testimony, consultation or advice may also be requested with regard to expert or other reports or responses provided to the Attorney General by entities in response to requests from the Attorney General, whether formal or informal. TERM AND AMOUNT OF CONTRACT Contracts awarded pursuant to this Request for Proposals (“RFP”) will have a term of three (3) years, renewable by mutual agreement and a maximum value of three hundred thousand dollars ($300,000). Any extensions will be only by written amendment to the original Professional Services Agreement (hereinafter referred to as “Contract” or “Agreement”). These awards are not necessarily exclusive. The OAG reserves the right during the terms of these contracts to solicit and request additional proposals for legal services in the same or other areas of practice. Proposals must be received by the OAG by 4:30 p.m., local time, on July 31, 2019. The Attorney General may invite some firms to attend an interview shortly thereafter. An evaluation committee will evaluate the proposals in accordance with the selection criteria set forth in this RFP, which explains other terms and requirements. The selected consultant must enter into a contract with the OAG, substantially in the form of the draft contract set out in Appendix A. The Attorney General encourages minority, women-owned and disadvantaged businesses to apply. All communication with the OAG must be undertaken only as specified in this RFP.
