  • ADDENDUM #3 -REQUEST FOR PROPOSALS: Analog to IP Classroom Phone Replacement for Horace W. Porter School Columbia, CT Solicitation Number 2019-3 ADDENDUM No. 3 DATE: 07/12/19 To All Potential Bidders: The following questions have been received from organizations indicating intent to bid on the Analog to IP Classroom Phone Replacement for Horace W. Porter School Columbia, CT, Solicitation Number 2019-3. Through this web page, these questions and the Town of Columbia’s answers are made available to all bidders. Questions and Answers Below are the findings from the additional walk through on July 11, 2019 at 2:00 pm that was NOT Mandatory. The walkthrough is for clarification of placement of conduits and existing CAT 6 wiring terminations. Q1. A request to have an additional walk through to clarify the placement of conduits and existing CAT 6 wiring terminations. A1. It was determined that in room 605 that there was no conduit installed in the block, but there was enough room to pull the existing cable out through the hole in the block along with the new CAT 6 cable. (see picture #1 on the Town website - www.columbiact.org) This was the only room checked in that area, so the assumption is that they are all the same. In checking room 500 (a room with 16' high ceilings) the new CAT 6 cable and termination biscuit are located above the ceiling in the classroom (see picture #2 on the Town website - www.columbiact.org). The Board of Education’s scissor lift will be available for use to access these connections in rooms 500,510 and 520 the hallway access will need to done by ladder. There is a 3/4" conduit from the hallway down to the clock/speaker backbox, the wire mold then connects to the clock/speaker backbox and the phone (see picture #3 on the Town website at www.columbiact.org). Room 500 is the only one with this configuration, rooms 510 and 520 have conduits in the block down to the phones from the ceiling. Room 305 was checked which has wire mold from the ceiling to the phone that the CAT 6 termination (biscuit) is located in the ceiling inside of the classroom above the phone. In conclusion, all the reviewed areas had the CAT 6 termination (biscuit) in the ceiling, inside the classroom, above the phone. If the conduit was not present at every location that the wire pull will not be challenging to get to the phone location.

Porter School Columbia, CT, Solicitation Number 2019-3. Through this web page, these questions and the Town of Columbia’s answers are made available to all bidders. ______________________________________________________________________________ Questions and Answers Q1. Revision Level: What is the current Rev level of software? The RFP clearly states that the system needs to be upgraded to Rev 11, but in the upgrade process it is important to know where the system is at currently. A1. Rev 9 Q2. System Design: Can you provide us with the Config file and XML file, please? The current IP Office system at the school would have been customized to meet the school’s needs at time of implementation. Moving from analog to IP not a simple exchange of phones. These two files will allow us to know how the system is currently configured and if it is sufficiently resourced to support the new IP phones. A2. Those files will be shared with the winning bidder. Q3. Power Over Ethernet (POE) Switches: Will the Town provide POE switches or would you like us to quote? The RFP does not indicate whether the school will provide power for the new IP phones. Will 62 POE ports be available to power these new IP phones at time of implementation, or would you like us to provide a suitable POE switch? A3. The School will provide the 62 available POE ports to provide the proper power for the new IP phones. Q4. IP Licenses: Do you already possess the rights to use IP phones on this system or do you need us to quote the cost of IP licenses? The responsibility for who provides IP Licenses is not indicated in the RFP. Please let us know that the town already owns these licenses or if you would like us to add them to our Lump Sum Price. A4. The School currently has 45 IP licenses in place, 17 additional licenses will need to be provided for in the bid. Q5. School/Town Connectivity – If the Town also has Avaya, is there connectivity between the two locations (aka: Small Community Network), that allows them to extension dial? If these two sites are connected today, could you let us know the Revision Level of the Town’s system, please? A5. A small community network is already in place between the Town and School.

Additional Description The Town of Columbia is accepting sealed bids for the RFP for Analog to IP Classroom Phone Replacement for Horace W. Porter School (HWP) at the Town Administration Office at Town Hall, 323 Route 87, Columbia, Connecticut, until 3:00 p.m. on July 15, 2019. Thereafter, the names of those submitting qualifications and proposals will be read aloud. The RFP documents will be available from the Town Administration Office at Town Hall, 323 Route 87, Columbia, Connecticut, telephone number (860) 228-0110 or the Town’s website, http://www.columbiact.org. After bids are received, the Town Administrator may analyze whether vendors have submitted comparable bids and meet the requirements called for. In reviewing the bids, the Town Administrator may consider the past performance, financial responsibility, and sales and service experience of the vendors. The Town reserves the right to reject any or all bids, to waive any defects in same, or to choose to make purchases other than strictly in accordance with price considerations, and/or to choose other than the lowest bidder, if it be deemed in the best interest of the Town of Columbia.
