  • ADDENDUM 1 HAS BEEN ISSUED - ALL BIDDERS ARE HEREBY ADVISED OF THE FOLLOWING AMENDMENTS TO THE CONTRACT BID DOCUMENTS, WHICH ARE HEREBY MADE AN INTERGRAL PART OF THE SPECIFICATIONS FOR THE SUBJECT PROJECT, PREPARED BY THE CITY OF TORRINGTON, TO THE SAME EXTENT AS ALL OTHER DOCUMENTS. ALL WORK SHALL CONFORM TO THE STANDARDS AND PROVISIONS OF SAME. BIDS SUBMITTED SHALL BE DEEMED TO INCLUDE THE CONTRACT DOCUMENT INFORMATION AS SHOWN IN ADDENDUM NO. 1. GENERAL BIDDERS SHALL NOTIFY SUB-BIDDERS THAT MAY BE AFFECTED BY THIS ADDENDUM AS APPLICABLE. BIDDERS SHALL BE REQUIRED TO ACKNOWLEDGE RECEIPT OF THIS ADDENDUM IN THE SPACE PROVIDED ON THE BID PROPOSAL FORM, PAGE BP-1. FAILURE TO ACKNOWLEDGE THIS ADDENDUM BY THE BIDDER MAY RESULT IN THE REJECTION OF THEIR BID. BIDDERS ARE DIRECTED TO REVIEW CHANGES TO ALL PORTIONS OF THE WORK AS CHANGES TO ONE PORTION MAY AFFECT THE WORK OF ANOTHER.

Additional Description Sealed bids will be received at the Office of the City Purchasing Agent, City Hall, Room 206, 140 Main Street, Torrington, Connecticut no later than 11:00 A.M., July 8, 2019 at which time and place they will be publicly opened and read aloud. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:00 a.m. on that day. Bid documents may be obtained via digital download at www.torringtonct.org/bids. Each bid must be submitted on the forms provided and in a sealed envelope bearing on the outside, the name of the bidder, his address, and the name of the project for which the bid is submitted, bid number and bid opening date/time clearly identified on the outside of the envelope/package. A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgement must also be submitted at the time of the bid. A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the accepted bid will be required. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals. Bids to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above. Any bid received after the date and time specified will be rejected. The project work is comprised of furnishing all equipment, labor, material, plant, and superintendence to perform all work necessary for the construction of new multi-use trail along the Naugatuck River and throughout City streets including formation of subgrade, base gravels, curbs, paving, fences, signs, pavement markings, landscaping and associated works. The City of Torrington reserves the right to reject any or all bids, to waive technicalities or any informality, to award the contract to a bidder other than the lowest bid, and to award the contract as it feels will best serve the public interest. All Bids will be considered valid for a period of sixty (60) days. No bidder may withdraw a bid within sixty days after the actual date of the opening thereof.
