Additional Description LEGAL NOTICE The Town of Oxford is seeking RFQ/RFP to engage the services of a Licensed Arborist and CT NOFA accredited firm to provide forest restoration in preparation for scheduled trail work in the Little River Nature Preserve in Oxford, CT. The project is located across from the Oxford Town Hall and other municipal buildings. The area is 17 acres of town-owned open space. It is adjacent to Route 67 and extends across the Little River. The scope of work includes work from Route 67 to Little River and then a section of 15’ across and beyond Little River. This project’s scope of work consists of the removal of fallen trees, trees leaning against other trees between Route 67 and Little River; and 15’ beyond the far side of the Little River; removal of all Ash trees, infested with emerald ash borer; all brush chipped and wood disposed off-site; pruning of trees between Route 67 and Little River and 15’ beyond the far side of Little River; trees to be pruned to remove broken branches and dead branches greater than 2” diameter; removal of invasive vines from trees between Route 67 and 15’ beyond Little River on the far- side; provide a timeline, blueprint and list of wetland garden plants and trees to replace eradicated invasive plants and diseased trees. All work will be performed by hand, without mechanized machinery so that native species, small saplings and forest undergrowth will not be disturbed or destroyed during the process. All removals, pruning and aerial work will be done with the use of expert, insured tree climbers. Sensitive areas of ferns and other native plants will be identified and cordoned off before work begins, so they are not destroyed during the process of tree pruning and removal. All brush will be chipped and wood removed off-site. A licensed arborist must be on-site during the cording off and identification of native species. The firm will be evaluated and selected based on the ability to perform the accomplish the scope of work as described in the above paragraph, required insurances, certifications and licenses, design and technical competence, the capacity and capability to perform the work within the time allotted and as described in the above paragraph, past record of performance, and knowledge of Federal, State and Oxford procedures. The fee will be negotiated on a Lump Sum basis. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. There is a mandatory site visit on April 30, 2019. Meet at the Oxford Baking Company at 9:30 a.m. top floor, adjacent to the project site. Five copies of the RFP/RFQ should be provided to the Town of Oxford.
