Additional Description Public Notice CITY OF NEW HAVEN INTENT TO PROCURE DESIGN-BUILD FIRMS ROUTE 34 DOWNTOWN CROSSING – PHASE 3 The City of New Haven (City) is seeking to retain a Contractor, consisting of a construction firm and a design firm, to execute a Design-Build Contract (Contract) for the design and construction of Phase 3 of the Route 34 Downtown Crossing Project in New Haven (Project). The City’s Master Plan for Downtown Crossing calls for the removal of the Route 34 limited access highway in favor of replacing it with urban boulevards; thereby creating a lower speed, multi-user environment that restores connectivity between Downtown, Union Station, the medical district, and the Hill neighborhood. The Project will create access to development sites without displacing existing residential and business districts, spurring economic development and creating jobs. The goal of Phase 3 is to provide a multimodal connection between Temple Street and South Congress Avenue across the Route 34 corridor, as well as complete the transition of Rev. Dr. Martin Luther King Jr. Boulevard and South Frontage Road from limited access highways (Route 34) into urban boulevards. Concepts for completing this connection are currently under review and will be made available at the City’s discretion. Any firm selected by the City to provide design, project management, or construction inspection services, either as a prime consultant or as a sub-consultant, on this or any other phase of the Project shall not be eligible to pursue this Contract. The same shall also apply to any break-out contracts that may occur. Firms responding to the forthcoming Design-Build Procurement Request for Statements of Qualifications will be required to identify any potential conflicts of interest or unfair advantages in their submittal to the City of New Haven. A Disadvantaged Business Enterprise (DBE) goal of ten percent (10%) has been established for this Contract. The City of New Haven, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d4) and the Code of Federal Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. There will be no local preference on this Contract. The Design-Build Procurement Request for Statements of Qualifications will be issued by early May 2019.
