Request for Proposal
LOTCIP – L032-0003 – Intersection Improvements
At Swamp Road and Boston Turnpike (CT RT 44)
The Town of Coventry seeks to engage a Consulting Engineering firm to provide
engineering services for the investigation, traffic data collection and analysis, survey, design, permitting, and contract plans and documents for the realignment of the Swamp Road intersection at Boston Turnpike (CT RT 44). This project will also look at the Northfield Road intersection with Boston Turnpike.
Construction Phase funding has been secured through the Connecticut Department of Transportation under the Local Capital Improvements Program (LOTCIP) administrated by the Capital Region Council of Governments (CRCOG). The cost for said project, including ROW acquisitions, based on CDOT’s LOTCIP guidelines is estimated to be $1,354,000.
The Consulting Engineer will be evaluated based on criteria outlined in the Request for Proposal.
Firms responding to this invitation should be of adequate size and sufficiently staffed to perform the assignment described above.
The selected firm must meet all Town, State and Federal affirmative action and equal employment opportunity practices.
Five (5) copies of the Request for Proposal as outlined in the Request for Proposal shall be addressed to: John A. Elsesser, Town Manager, Town of Coventry, Coventry Town Hall, 1712 Main Street, Coventry, CT 06238 and labeled LOTCIP L032-0003 – Intersection Improvements At Swamp Road and Boston Turnpike (CT RT 44). Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub-consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.
Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s License. All Proposals must be stamped received by the Office of the Town Manager, no later than 2:00 p.m. on Thursday, May 9, 2019. Responses received after this date will not be considered.
