Additional Description The City of Stamford is seeking to engage the services of a Consulting Engineering firm to provide construction inspection services for the following transportation project: State Project No. 135 – 340 – Summer Street Streetscape Improvements The City has received funding from the Federal Highway Administration (FHWA) through the Connecticut Department of Transportation’s Local Roads Accident Reduction Program (LRARP) for significant pedestrian safety enhancements to the intersections of Summer Street at Main Street, Broad Street, North Street and Hoyt Street to reduce collisions at high accident locations. The proposed design for these intersections includes proven measures to reduce crashes and improve safety, such as high visibility retroreflective thermoplastic crosswalks, curb extensions at corners, “turning vehicles yield to pedestrians” signs, “no turn on red signs”, and other signage, pavement marking and parking improvements, and minor drainage improvements. The Consulting Engineering firm will be required to perform construction inspection services. The projected construction cost is expected to be in the range of $1,400,000. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The Consulting Engineering firm will be evaluated and selected based on technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance. The construction inspection fee will be negotiated on a Lump Sum basis. The Disadvantaged Business Enterprise (DBE) sub consultant goal will be no less than zero percent (0 %) of the original agreement value. The selected firm must meet all Municipal, State, and Federal affirmative action and equal employment opportunity practices. A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current Federal Form SF330, experience of the firms, and resumes of key personnel shall be addressed to: Erik Larson, Purchasing Agent, at 888 Washington Boulevard, 10th Floor, Stamford, CT 06901. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. Personnel in responsible charge of the projects will be required to possess and maintain a valid Connecticut Professional Engineer’s License. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or brought to the City of Stamford Purchasing Department at 888 Washington Boulevard, 10th Floor (if hand delivered) no later than 4:00 P.M. on April 11, 2019.
