Additional Description 1. The Construction Manager (PDS Engineering & Construction, Inc.) will receive sealed bid proposals in Triplicate on behalf of the State of Connecticut Department of Administrative Services (DAS) at the office of the Construction Manager, PDS Engineering & Construction, Inc., 107 Old Windsor Road, 2nd Floor, Bloomfield, Connecticut 06002 until 2:00 PM on Thursday, March 21, 2019, Attention: Mr. Randy Becker, Senior Construction Manager. Please park in the PDS parking lot. The bids will be publicly opened at 2:30 PM and read aloud. The work described in the Bid Documents is for replacement / renewal of the existing central plant at York Correctional Institution, replacement of the existing underground heating hot water and chilled water site distribution systems to all buildings across the site, and replacement of the existing heating hot water and chilled water distribution systems to air handling units inside each (occupied) building. The Master Schedule, Site Logistics Plan, and Building Logistics Plan are phased to maintain heating and cooling services to the facility and to minimize heating and cooling shutdowns. The entire Work in this project consists of thirteen (13) Bid Packages for ten (10) CSI Divisions, however, two (2) of the Bid Packages: Bid Package 23A Mechanical and Bid Package 31A Site Preparation (M/WBE), are to be bid separately in advance for an Early Work Release to expedite mechanical piping and equipment submittals to meet the schedule, which has seasonal constraints, and to remove trees and prepare the site for secured temporary storage and construction trailers. Therefore, eleven (11) Bid Packages are now advertised to be bid for the balance of the Work. It is anticipated that the GMP Amendment will be awarded in May 2019 and Work will start in July 2019 including sequenced underground hydronic piping installation, sequenced selective demolition in occupied buildings, sequenced MEP installation of hydronic piping and controls to existing air handlers in the occupied buildings, and installation of new boilers, chillers, and cooling tower modifications in the Central Plant. This project will take approximately two years to complete. Bid Packages 1A and 9A are set-aside for M/WBE bidders. Bid Package 31B is set-aside for SBE bidders. Bidders are requested to submit bids for their Bid Package on the Bid Proposal Form with specific enclosures and attachments. BID PACKAGES: Bid Package 1A – MOVING AND CLEANING (MWBE Set-Aside) Bid Package 3A – CONCRETE Bid Package 4A – MASONRY Bid Package 5A – STRUCTURAL STEEL & MISCELLANEOUS METALS Bid Package 7A – ROOFING & WATERPROOFING Bid Package 9A – GENERAL TRADES & CARPENTRY (MWBE Set-Aside) Bid Package 9B – PAINTING AND CAULKING Bid Package 9C – CEILINGS Bid Package 21A – FIRE SUPPRESSION Bid Package 26A – ELECTRICAL Bid Package 31B – SITEWORK: Excavation & Backfill/Paving (SBE set-aside) 2. For work to be performed with an estimated value in excess of Five Hundred Thousand Dollars ($500,000.00), the Bidder shall be prequalified in the State of Connecticut Department of Administrative Services. Each bid shall be accompanied by a Bid Bond (AIA Document A310-2010) or certified check in an amount which shall be ten percent (10%) of any bid for work with an estimated value of at least Fifty Thousand Dollars ($50,000.00). If the bidder is an SBE or M/WBE in the State of Connecticut, it may provide in lieu of a bid bond, a letter of credit in an amount equal to ten percent (10%) of the bid amount if the estimated value is less than One Hundred Thousand Dollars ($100,000.00), and in an amount equal to twenty-five percent (25%) of the bid amount if the estimated value is One Hundred Thousand Dollars ($100,000.00) or greater. (The Obligees are The State of Connecticut Department of Administrative Services and PDS Engineering & Construction, Inc.). The bidders shall possess experience with projects of a similar nature and scope. 3.
