The City of Torrington is accepting sealed proposals for the replacement of the POOL CHLORINATOR SYSTEM, Prominent DCM 200 Controller, and Prominent Co2 System installed at William M. Besse Municipal Pool with a New Pulsar 140 Chlorinator System or equivalent. With the replacement will also be the removal and disposal of old system and all waste materials by awarded contractor. Bid Price shall include inside delivery and set-up to William Besse Pool pump house, 277 Winthrop Street, Torrington, CT 06790 (located near Torrington High School). There shall be no fuel surcharges, loading/unloading fees or other shipping/delivery fees added to the cost of the delivered goods. Dumpster if necessary shall be provided by the contractor at contractor’s expense.
* Product information sheets for all systems must be provided with submitted proposals.
The City will not be liable for any costs incurred in the preparation of the response for this Request for Proposal. Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington will be disregarded.
Proposals will be received at the Office of the Purchasing Agent, City Hall, 140 Main Street, Room 206, Torrington, Connecticut 06790 until December 5, 2018 by 11:30 A.M. Proposals received later than date and time specified will not be accepted. One original and two (2) exact copies shall be placed in a sealed envelope and clearly marked “RFP #CPS-022-120518, CHLORINATOR SYSTEM FOR MUNICIPAL POOL”. Contractors mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. In the case where City Hall is closed for weather related or some other emergency related circumstance, then submittals shall be due the next day when City Hall reopens for business, no later than 11:30 a.m. on that day. Proposals not clearly identified, run the risk of bid being opened prior to the scheduled Bid Opening time. Once opened such bids are public record. All proposal submissions and materials become property of the City and will not be returned. No fax or e-mail bids will be accepted.
A recommended site visit will be held on Monday, November 26, 2018 at 1:30 PM at William Besse Municipal Pool, 277 Winthrop Street, Torrington, CT 06790 (located near Torrington High School)
Questions by vendors will be received no later than 4:00 P.M. on November 27, 2018. For questions, contact Pennie Zucco, pennie_zucco@torringtonct.org. All information by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any proposer against the city. Vendor responsible to check City website for addendum/updates 48 hours prior to bid opening. Acknowledgement of addendum required.
This Bid shall remain open and shall not be withdrawn for a period of ninety (90) days from the date set for its opening. The 90-day period may be extended upon written mutual agreement. Pricing must be held firm for the duration of contract.
The City of Torrington reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city’s judgment will best serve the public interest.
