Additional Description Sayles Elementary School (Pre School – 8th Grade) 25 Scotland Road (Rt. #97) Baltic, CT 06330 Request for Qualifications The Board of Selectmen of the Town of Sprague and the Sprague Board of Education seeks to select individuals or firms experienced in the design of public school facilities to provide architectural/engineering services for proposed renovations and improvements for school facilities. Improvements will be for partial roofing replacement, elevator car replacement, exterior and interior door replacement and fire/emergency call annunciator panel replacement. Design and construction of these renovations and improvements are subject to funding availability. A Cover Letter and One (1) original and eight (8) copies of the RFQ submission should be delivered to the address shown below no later than 2:00 P.M. Wednesday, November 21, 2018. The Boards of Selectmen and Education may determine in their sole discretion whether to accept or reject any responses which must be hard copies, hand delivered, delivered by a private carrier service, or USPS to the Office of the First Selectman, 1 Main Street, PO Box 677, Baltic, CT 06330, tel. 860-822-3000, extension 202. Respondents should allow sufficient mail delivery time to ensure timely receipt. Failure to provide all requested information or otherwise comply with these provisions may disqualify a response. Respondents should offer a complete list of similar projects that have been completed, construction dates required from start of the projects to completion, costs of each project, as well as a list of contacts involved in the project that may be contacted for reference checks should the respondent be short listed in the formal selection process. The project will be partially funded through the State of Connecticut Department of Administrative Service’s (DAS) Office of School Construction Grants (“OSCG”). The selected Respondent’s obligations in providing the Services and performing the work under the Contract shall include, but not be limited to the following: The respondent shall adhere to all local, state and federal regulations and guidelines and operate under the DAS guidelines as they apply to the project. Shall attend all design review and other special meetings as requested by the Boards’ of Selectmen and Education through the programming, schematic, design development, construction document phase and Project closeout; Attend all meetings required by the Office of School Construction Grants for reimbursement compliance; Prepare solicitation packages (bid packages) and adhere to the applicable DAS/OSCG bidding requirements; Perform an analysis of design documents and provide a cost estimate; Implement the CHRO requirements that may include pre-qualification process for M/WBE’s and SBE contractors. Selection and Award Process: The recommendation of the selection committee will be subject to a successful contract negotiation and approval by the Boards’ of Selectmen and Education. If an agreement cannot be successfully reached, negotiations may continue with another individual or firm. Selection criteria: Finalist for contract consideration will be selected on the basis of qualifications as demonstrated competence as evidenced by information presented in the RFQ, but also not limited to: The firm’s or individuals understanding of the educational environment and nuances faced prior to, during and at completion of construction, the design team’s previous experience, qualifications and competence relating to projects of this nature involving an educational institution, experience and qualifications of personnel assigned to the project, past performance on similar projects, ability to communicate with the selection committee and knowledge of federal, state and local requirements.
