  • The purpose of this addendum is to clarify the CTDOC response provided in Question #40 and the Excel File titled Drug Usage Prescriptions Filled for September 2018, which has 98,424 entries. Question #40: What is the average number of prescriptions filled per month for your facilities? Current Posted Answer: Over the last two months (Sept./Oct. 2018) the average monthly number of individual prescriptions filled was approximately 33,746 containing an average of 967 medications (unique or with different dosage strength) for approximately 7,590 individuals per month. Clarifying Information: The 98,424 entries is based on a listing of all prescription numbers (Rx#), some of which are listed multiple times (e.g. one Rx# could be listed 5 times for 5 of the same drug in the same Rx and filled over multiple days). The 33,746 prescriptions filled is based on unduplicated Rx#.
  • The purpose of this addendum is to revise the RFP schedule to extend the proposal due date to December 28, 2018, 3:00 PM, Eastern Standard Time. Due to the changes made in the timeline for the Inmate Medical Services RFP, the timeline for Pharmacy services is also revised to reflect the new proposal due date. All other dates remain the same.

Additional Description CTDOC is looking for Central Fill, Clinical Pharmacy/Pharmacist Services and Formulary development and management services. Services include centralized prescription processing (central fill). The central fill pharmacy processes a request from the originating requestors to prepare a drug order and fulfill from a centralized operation. Medications are to be packaged by blister pack or other individualized orders that are prepared for distribution to the patients. Bulk medications are also prepared by the central fill operation and distributed to the facilities for their stocking of supply to fulfill prescription orders. The central fill pharmacy is designed to fill prescriptions for the correctional population of the State of Connecticut. Under the adopted concept of operation, the Central Fill Facility will receive pharmaceuticals in both bulk and individual dispense form; package bulk pharmaceuticals into specific unit dose packs and blister cards; label and sort medications as required; and provide bar-code validation matching the drug to the specific requirements. The Department’s primary objective is to provide appropriate pharmaceutical interventions that contribute to quality care and overall reductions in healthcare costs. Maintaining continuity of care is a priority of the Department and the State of Connecticut. This Request for Proposals contemplates the creation of a Professional Services Contract as defined by Connecticut law. As set forth herein, the Department may determine that a multi-source award is most beneficial to the State of Connecticut. Contract(s) will be awarded to the most responsive and responsible respondent(s) found to be in the best interest of the State of Connecticut and not necessarily to the lowest price vendor.
