The Construction Manager (Downes Construction Company, LLC) will receive sealed bid proposals in Triplicate on behalf of the Capitol Region Education Council (CREC) at the CREC Construction Division office located at 147 Charter Oak Avenue, Hartford, CT until 2:00PM on Thursday June 21, 2018 for the following bid packages.

* Denotes S/M/WBE Set Aside Package. Bidder must be certified by the State of Connecticut as an S/M/WBE.
1. All Bids submitted that are in excess of $500,000 are required to submit a Department of Administrative Services Prequalification Certificate and update (bid) Statement with their bid. The Subcontractor shall hold a current “DAS Prequalification Certificate” from the Department of Administrative Services of the State of Connecticut according to Connecticut General Statue 4a-100, 4b-100 and 4b-91. Failure to submit these items with the bid will result in disqualification of the bidder per the public act. DAS is required of all sub-bidders regardless of their tier with contract values in excess of $500,000. Sub-bidders prequalification certificates are not required to be submitted with the bid but must be submitted prior to award. All Subcontractors requiring DAS certification must maintain the certification for the duration of the project.
FAILURE TO SUBMIT THIS ITEM WITH THE BID SUBJECTS YOUR BID TO DISQUALIFICATION.

2. As security, each bid must be accompanied by a Certified Check or Cashiers Check drawn upon either a State Bank and Trust Company or a National Banking Association, or the Bid must be accompanied by a Bid Bond having as surety thereto, such Surety Company or Companies as are authorized to do business in the State of Connecticut, of an amount not less than 10% of the Bid. Obligee is Downes Construction Company, LLC., unless otherwise noted in Bid Package
3. The successful bidder shall furnish Performance, Labor and Material Payment Bonds, each for 100% of the Contract Sum.
4. Questions regarding the work or bid shall be made in writing and directed via fax or e-mail to: Tom Romagnoli (tromgnoli@downesco.com) or Steve Savino (ssavino@downesco.com) with the Construction Manager (Downes Construction Company, LLC) at (860) 225-3617 the last date for questions is Wednesday May 23, 2018.
5. Said bids will be received at the CREC Construction Division Office until 2:00 PM for ALL Bid Packages as noted above and opened publicly and read aloud on Thursday May 31 at 2:30PM at the CREC MAIN OFFICE @ 147 Charter Oak Avenue, Hartford, CT.
6. Plans, Specifications and Instructions to Bidders may be obtained on or after Thursday May 15, 2018 at the Joseph Merritt Company, 650 Franklin Avenue, Hartford, CT 06114, (860) 296-2500. Only complete sets of plans and specifications are available at the cost of reproduction. Make checks payable to Joseph Merritt Company. Plans will also be available for viewing at Downes Construction’s Main Office, 200 Stanley St., New Britain and also through Share File by contacting Tom Romagnoli or Steve Savino at Downes Construction for information to a Share File link. Plans and Specifications will also be available for review at the State Contracting Portal.
7. A Pre-Bid Conference will be held at the CREC, 147 Charter Oak Avenue, Hartford, CT 06106 on Wednesday May 16, 2018 at 3:00 PM. Bidder attendance is encouraged but not mandatory.
8. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The suc |
